The 18 vs 19 Split

The minimum gambling age is 18 in some provinces of Canada, and 19 in others. It should be noted that 19 is the legal drinking age in a majority of provinces, so some consistency exists. The three provinces where the minimum age for gambling is 18 also have a drinking age of 18.

Province-by-Province Details

We are going to dive into the specific policies and bans enforced on each province, the types of gambling it includes and their respective terms. We have also highlighted the individual terms for online and crypto casinos in Ontario and other provinces.

🌿 Alberta 18+

The Gaming, Liquor and Cannabis Act of Alberta states that the minimum age for provincially run gambling is 18. The Alberta Gaming, Liquor and Cannabis Commission (AGLC) monitors and enforces the minimum age requirement in commercial casinos, VLTs, sports betting and online. There is no private online licensing option and gamblers that use offshore sites are operating in the grey market.

🌿 Manitoba 18+

The minimum age for casino, VLTs, lottery and PlayNow (BCLC partnership) in Manitoba is 18 years. Manitoba Liquor & Lotteries enforce the age policy in all provincial gaming facilities. Offshore casino use by minors is a violation of terms of service with most online casinos.

⚜️ Québec 18+

The minimum age for gambling in Québec is 18 according to the Act respecting lotteries, publicity contests and amusement machines. Loto-Québec operates the Espacejeux online gambling platform as well as the Casino de Montréal. Québec had tried to block access to online offshore websites through an ISP-blocking policy, which was declared unconstitutional in 2019. However, Québec has chosen not to increase the minimum age to gamble online for access to offshore websites.

🏙️ Ontario 19+

In Ontario, the minimum age for any form of gambling under the Gaming Control Act, 1992 and the Registrar’s Standards for iGaming Ontario is 19 years. iGO operators are required to obtain the age of a player when the player registers for any iGO operator account management system or iGaming platform. The enforcement of age verification in Ontario, carried out by the Alcohol and Gaming Commission of Ontario (AGCO), is more pronounced than in the other Canadian provinces, because the AGCO has direct involvement in the licensing of private operators.

🌿 British Columbia 19+

BC set the minimum age at 19 under the Gaming Control Act. BCLC ensures compliance with the minimum age at all provincial casinos and on PlayNow.com. BC has explored the private online market in BC and has taken steps to address the issue of unauthorized foreign-based casinos. However, at the time of the survey there has been no enforcement of players engaging with unauthorized foreign-based casinos.

🌿 Saskatchewan 19+

The minimum age for gambling in Saskatchewan is 19. The Saskatchewan Indian Gaming Authority (SIGA) and the provincial government, through SaskGaming, are the major operators of land-based casinos in the province. No licences are currently issued for online casinos, and thus offshore operations remain in a grey market space.

🏔️ Atlantic Provinces 19+

Nova Scotia, New Brunswick, Newfoundland & Labrador, and Prince Edward Island all have a minimum age of 19 to gamble. The main lottery body in the region is the Atlantic Lottery Corporation (ALC). As there are no private licences available in any of the four provinces, and all consider offshore sites to be operating in a grey market, there are no online casinos available to residents.

🌎 Territories (NWT, Nunavut, Yukon) 19+

All three territories have a minimum age of 19. Residents can purchase lottery tickets at retail locations that are authorized by the Yukon Lottery Commission and the territory’s respective lottery agreements. No land-based casinos have been developed in any of the territories. The primary types of regulated charitable gaming and lottery are available. The territories do not play a role in regulating offshore online gambling.

Age Rules for Online Casinos in Canada

Similar to that of land-based casinos, the minimum gambling age for online gambling is the same across all Canadian provinces. There is no exception for online gambling.

How iGO-Licensed Ontario Casinos Enforce Age

In Ontario, under the new iGaming regulations, the Registrar’s Standards released by the Alcohol and Gaming Commission of Ontario (AGCO) mandate that all gaming websites operated by any gaming software provider will be required to:

  • Verify the age and identity of each player prior to any real money transaction taking place
  • Confirm identity verification through one of the prescribed methods as stated in the Registrar’s Standards, which include (i) government-issued ID cross-check, and (ii) third party ID verification services
  • Refuse to allow a player to register on a website or suspend that player’s account and/or betting privileges immediately if the player is unable to confirm to the operator that the player is 19 years of age or more
  • Set up automatic notifications in the event a player’s account is showing any indicators of underage gaming behaviour

How Provincial Government Sites Enforce Age

Identity verification is a requirement for those wishing to open a real money account on OLG.ca (Ontario), PlayNow.com (BC/Manitoba) or on Espacejeux (Québec). In most provinces, it involves a credit bureau cross-check of some sort, or ID is required to be uploaded from government-issued sources.

Crypto Casinos & Age Verification

Another popular question from our Canadian players is the process of age verification at no-KYC crypto casinos. As we have mentioned in previous articles, no-KYC crypto casinos are online casinos that do not require any identification or Know Your Customer (KYC) information from their users.

No-KYC Doesn't Mean No Age Requirement

Every legitimate offshore casino that accepts cryptocurrencies whether they have a full KYC compliance system in place or opt for a more minimalistic “no-KYC” approach will have a minimum age requirement as a part of their terms and conditions. Generally speaking:

  • The player must confirm their age during the account registration process (via a checkbox declaration)
  • Each of the licence-issuing authorities such as Curaçao, MGA (Malta Gaming Authority) and KGC (Key Game Certification) demand from every casino operator that it refrains from knowingly providing services to underage individuals
  • A casino may ask to see some ID before releasing large winnings, even if it doesn’t have a full “no-KYC” policy in place
  • Accounts that are identified as belonging to minors are permanently terminated and any balances forfeited

Why We Enforce Age Standards in Our Reviews

All the Casinos that are listed on the BtcReels websites are audited on their age verification process as part of our normal review process. We ensure that only reputable casinos adhere to the following rules:

  • Clearly shows the age limit for gambling (most commonly 18+ or 19+) on their website
  • Shows the age limit in the terms and conditions
  • We always ensure that Casinos are properly licensed from trusted e-gaming authorities such as (Curacao, MGA or KGC) which strictly impose age verification rules for online Casinos
  • Have suitable measures for Gamblers protection when needed

Why Do Gambling Ages Differ Across Provinces?

Canada’s division of powers in the Constitution allocates significant control of social policy to the provinces, which includes the regulation of gambling. Therefore, there has never been a federal minimum age for gambling, and the provinces have had the power to choose their own - again these are often tied to the drinking age in each province.

The Drinking Age Connection

In Canada, the legal drinking age is:

  • 18 in Alberta, Manitoba, and Québec
  • 19 in all other provinces and territories

It is not an arbitrary difference. When the provinces brought in the regulations on gambling ages (usually in the 1970s and 1980s and formalized in the 1990s), they tied them to the drinking age for liquor, since both activities were considered regulated vice and falling under the “age of majority” rules. The 3 provinces that have a drinking age of 18 have a gambling age of 18, and the other 8 have a drinking age of 19 and a gambling age of 19. None of the provinces have ever changed the gambling age without changing the drinking age in line with their overall “age of majority” policy.

Is There Pressure to Standardise?

Talks at the provincial level over the past couple of years have periodically involved discussions of aligning gaming ages, with the relative recent introduction of iGO in Ontario being cited more frequently in discussions at the national level. As of 2026, there has been no provincial decision to adjust their respective ages and there is no indication of upcoming federal legislation on the issue. As things stand, the 18/19 split is therefore here to stay.

Frequently Asked Questions

According to the regulations set by each Canadian province and territory, the minimum legal age to participate in casino games on land is 19, except in Alberta, Manitoba and Québec where it is 18. The age limit remains the same for online casinos, sportbooks and lottery ticket machines.

Yes, in Alberta, Manitoba and Québec where the minimum age to gamble is 18 years old. In the other Canadian provinces and territories the minimum age to gamble is 19. Online Casinos targeting Canadians will ask the province of residence of the player during the registration process and will not allow anyone under the minimum age for that province to play.

In Ontario, the minimum gambling age is 19 years. This applies to all forms of gambling, such as OLG, iGO-licensed online casino sites, land-based casinos, horse racing and the purchase of lottery tickets. iGaming Ontario-licensed operators are mandated to obtain age verification at the time of player registration.

Most offshore crypto casinos will ask for an age declaration when you create an account and they will always include some form of terms that state that minors cannot be registered. The no-KYC casinos might not verify you immediately when you create an account, but instead will request to see some form of ID before they pay out winnings to you. Keep in mind, if you dishonestly declare your age at the time of signing up you are in breach of terms and conditions, which means that if you were to win, you could lose your winnings. Always remember to only gamble if you are of legal age in your respective province.

Yes. The minimum gambling age is the same for all types of gambling in each of the Provinces; that is, for land-based casinos, online casinos, sportsbooks, poker rooms and the sale of lottery tickets. There is no legislation which differentiates between the online and in-person minimum age in Canada.
