Province-by-Province Details
We are going to dive into the specific policies and bans enforced on each province, the types of gambling it includes and their respective terms. We have also highlighted the individual terms for online and crypto casinos in Ontario and other provinces.
The Gaming, Liquor and Cannabis Act of Alberta states that the minimum age for provincially run gambling is 18. The Alberta Gaming, Liquor and Cannabis Commission (AGLC) monitors and enforces the minimum age requirement in commercial casinos, VLTs, sports betting and online. There is no private online licensing option and gamblers that use offshore sites are operating in the grey market.
The minimum age for casino, VLTs, lottery and PlayNow (BCLC partnership) in Manitoba is 18 years. Manitoba Liquor & Lotteries enforce the age policy in all provincial gaming facilities. Offshore casino use by minors is a violation of terms of service with most online casinos.
The minimum age for gambling in Québec is 18 according to the Act respecting lotteries, publicity contests and amusement machines. In Ontario, the minimum age for any form of gambling under the Gaming Control Act, 1992 and the Registrar’s Standards for iGaming Ontario is 19 years. iGO operators are required to obtain the age of a player when the player registers for any iGO operator account management system or iGaming platform. The enforcement of age verification in Ontario, carried out by the Alcohol and Gaming Commission of Ontario (AGCO), is more pronounced than in the other Canadian provinces, because the AGCO has direct involvement in the licensing of private operators.
BC set the minimum age at 19 under the Gaming Control Act. BCLC ensures compliance with the minimum age at all provincial casinos and on PlayNow.com. BC has explored the private online market in BC and has taken steps to address the issue of unauthorized foreign-based casinos. However, at the time of the survey there has been no enforcement of players engaging with unauthorized foreign-based casinos.
The minimum age for gambling in Saskatchewan is 19. The Saskatchewan Indian Gaming Authority (SIGA) and the provincial government, through SaskGaming, are the major operators of land-based casinos in the province. No licences are currently issued for online casinos, and thus offshore operations remain in a grey market space.
Nova Scotia, New Brunswick, Newfoundland & Labrador, and Prince Edward Island all have a minimum age of 19 to gamble. The main lottery body in the region is the Atlantic Lottery Corporation (ALC). As there are no private licences available in any of the four provinces, and all consider offshore sites to be operating in a grey market, there are no online casinos available to residents.
All three territories have a minimum age of 19. Residents can purchase lottery tickets at retail locations that are authorized by the Yukon Lottery Commission and the territory’s respective lottery agreements. No land-based casinos have been developed in any of the territories. The primary types of regulated charitable gaming and lottery are available. The territories do not play a role in regulating offshore online gambling.
Age Rules for Online Casinos in Canada
Similar to that of land-based casinos, the minimum gambling age for online gambling is the same across all Canadian provinces. There is no exception for online gambling.
How iGO-Licensed Ontario Casinos Enforce Age
In Ontario, under the new iGaming regulations, the Registrar’s Standards released by the Alcohol and Gaming Commission of Ontario (AGCO) mandate that all gaming websites operated by any gaming software provider will be required to:
